Yurt Kyong-yon, one of the five members elected to the Constitutional Committee in the January 1 referendum, reported that disputes between conservative socialists and right-leaning members had delayed the approval of a final draft. According to Yurt, founder of the centre-right Prosperity for Yurtyzstan Coalition, the two opposing factions disagreed over the inclusion of specific provisions for economic structure and regulation; moderate Yurt Ma-shin had been unable to broker a compromise as of January 26, the scheduled start date.
The Constitutional Committee released an official statement:
We sincerely apologise to the Yurtyzstani people for the delay. As with any democratic body, disagreements have prevented us from rapidly approving a Constitution; however, in exchange, the voices of all Yurtyzstanis are recognised throughout the entire process. The people have elected five members to this committee, representing nearly all of the major constituent states of the Yurtyzstani Republic. We ask you to remember this, and to be understanding of the difficulties involved in reaching an accord in such a short time.
The date of the constitutional referendum has been moved to February 22. We sincerely promise the Yurtyzstani people that the Constitution of the Yurtyzstani Democratic People's Republic will have been completed far in advance, and that all will have the opportunity to review it and submit criticism before the referendum.
